Fragrances in Brussels

Industry demands proportionality from the EU on substitutions

In the debate on the substitution of ingredients in fragrances and perfumes, the International Fragrance Association (IFRA) and the International Society of Perfumers (ISPC) have made their position clear to the European Commission and the EU member states. ISPC President Thierry Wasser emphasised that the removal or replacement of individual components affects an entire fragrance architecture and that reformulations are time-consuming, as safety, conformity and olfactory integrity must be maintained. The fragrance industry is constantly adapting to new EU regulations and cosmetics legislation anyway, but does not want to neglect its cultural heritage, craftsmanship and product quality. Thierry Wasser also emphasised the difficulty of applying rules to fragrance mixtures that were originally intended for the direct handling of chemicals in large quantities. IFRA and ISPC therefore argued in favour of proportionate and scientifically consistent requirements that enable responsible innovation. IFRA will be exhibiting at CosmeticBusiness 2026.
